Your telegram of 7th April. With regard te
goods allowed to go to Hongkong qua British possession
from another part of the Epire, Does this apply to such
shipments as the following.Žive balas sotten waste
shipped per "Beneleuch" from London by the Asiatic
Petroleum Company under a permit requiring Company to
obtain sertificate that the goods have been landed here.
Local agent of the Company states that this cotton waste
is intended for Company's installations in South China
generally. May I treat this case as if it came under
your telegram of 4th May with regard to experts to China.
